2002年4月18日，成立best365，学院第一届行政领导班子成立，何炼成任名誉院长，魏杰任院长，李忠民任常务副院长、张正军、何林任副院长。学院党总支委员会成立，刘凤岐任党总支书记。学院下设5个系：经济学系，国际经济系，金融学系，工商管理系，公共管理系；5个中心：中国发展经济研究中心，政府与公共管理研究中心，企业研究中心，国际教育中心，继续教育中心；3个本科专业：经济学，市场营销，人力资源管理。
On April 18th, 2002, IBS was founded, with the leadership of He Liancheng (Honorary Dean), Wei Jie (Dean), Li Zhongmin (Standing Associate Dean), Zhang Zhengjun (Associate Dean), He Lin (Associate Dean), Liu Fengqi (Secreta). At that time, there were five departments within the IBS: the Department of Economics, the Department of International Economics, the Department of Finance, the Department of Business Administration, and the Department of Public Administration. Five Research Centers were established which are the Center for Chinese Economic Development, Center for Government and Public Administration, Center for Enterprise Research, Center for International Education and Center for Further Education. The school established three bachelor’s degree programs in Economics, Marketing and Human Resources respectively in the beginning.

Meanwhile, the school established the Department of Finance, Western Accounting Research Center, Center for Law, Economic and Trade, Western Information Security Management and Risk Evaluation Center.

In September 2017, IBS upgraded its organizational structure. The Department of Public Administration was renamed the Department of Organizational Management. Seven centers were adjusted as well including China Development Economics Research Center, Western China Finance Research Center, Innovation and Development Research Center, Enterprise Competitiveness Research Center, Public Administration Research Center, Business Data Research Center, and the Environmental Economics and Carbon Management Innovation Research Center. We also founded the joint office of Theoretical Economics and Business Administration Postdoctoral Centers, the joint office of the doctoral programs of theoretical economics and applied economics, the offices of master’s program of statistics science, applied economics, business administration, public administration, and theoretical economics. We also established the IEDP Training Center; the discipline construction office, the international cooperation and accreditation management office, the undergraduate teaching management office, the graduate management office, the innovation and entrepreneurship public course office, the alumni association (Honor Room), the student career development center, the asset management and data service office, the experimental center management office, Idea-base innovation and entrepreneurship community; established the Silk Road Policy Research Center (think tank), the Behavioral Economics and Management Forum (Platform), and the Teaching Innovation Research Center (Innovation and Entrepreneurship Forum).
